TLSB provides the following services:-
- Reading space for its users
- Reference Services
- Book loans for home reading
- Advisory and consultancy services to all other types of libraries. e,g. government, institutional, school and college libraries etc.
- Library training
- Civic education
- Library Services for the blind
- Allocation of International Stardard Book Number (ISBN) and International standard Serial Numbers (ISSN) to authors and publishers
- Conference halls and meeting facilities Reading space for its users.
- Children Multimedia Resource Centerli>
- ICT-Based (internet, photocopying, scanning and audio-visual-materials)
Membership
All the people in society has the right to be provided with library services as long as one becomes a registered member or temporary member. The fee for membership are as follows:-

- Adults (citizens) TShs. 10,000/=
- Adults (foreigners) US$ 25
- Secondary School Students (citizens) TShs. 7,000/=
- Secondary School Students (foreigners) US$ 20
- Primary School Pupils (citizens) Tshs. 5,000/=
- Primary School Pupils (foreigners) US$ 20
- Institutions TShs. 100,000/=
TEMPORARY MEMBERSHIP PER DAY
- Adults and Children (citizens) TShs. 1,000/=
- Adults and Children (foreigners) US$ 2
After registering, a member will be provided with an identity card and 2 tikets to allow him/her to borrow two books at a time for a period of two weeks. A book can always be renewed if it has not been requested by another member.

All TLSB service points are open to the public as follows:-
Monday to Friday 9:00 am - 7:00 pm
Saturday 9:00 am - 2.00 pm
Sunday and Public Holiday Closed
